I have just looked up the word: terrorism, in my ‘New Penguin English Dictionary’ June 2000. And actually, the key word is: systematic. “terrorism noun the systematic use of terror and violence for political ends”. And an “ism: noun often derog. a distinctive doctrine, cause, theory or practice”.
“To terrorize/terrorise verb trans: 1) to fill (somebody) with terror or anxiety. 2) to coerce (somebody) by threats or violence terrorization”.
My understanding is that the World has adopted the AMERICAN ENGLISH concept of Terrorism, not the ENGLISH concept of it. The American concept of Terrorism, is reactive, not systematic.
I was just thinking of Franklin D Roosevelt. And his assertion that the only thing to fear is fear. But fear is a vicious circle.
